ABOUT SPARC

What is the SPARC Program?

The SPARC program is an exciting opportunity for young talented professionals to work closely with Members of Parliament (MP) on constituency development projects. Over a period of 12 months, a SPARC associate works with an assigned MP on mutually decided issue based projects, in the process honing their skillsets and gaining critical on ground experiences in developmental initiatives.

The scope of work of a associate is diverse and challenging – and could range from supporting a MP to pilot a self-help group (SHG) program that could employ more women, to strategizing on how to spend MP Local Area Development Funds (MPLADS) to create more impact. All programs will be focused on creating a larger development impact.

What is the tenure of a SPARC?

The SPARC Program would start in December 2017, and continue for a duration of a year.

Who are the SPARC MPs?

SPARC MPs are onboarded basis their interest in engaging with the program, and their willingness to work with young professionals in issue based constituency development projects.

What shall be the stipend?

The stipend shall be INR 40,000 per month, without tax deductions. 

How many seats will be available in the SPARC Program?

Twenty seats will be available in the SPARC Program.

The Selection Process

Who can be a SPARC Associate?

Any graduate interested in working on constituency related development programs. Professionals with relevant implementation experience in development initiatives will be preferred.

Is the SPARC Program open to foreign nationals?

Only Indian nationals, Persons of Indian Origin (PIO) and Overseas Citizens of India (OCI) are allowed to apply for the program.

What is the selection process?

The selection process will constitute 4 rounds,

 1 st round : Interested candidates filling a descriptive application form

 2 nd round: Case Study task submission

 3 rd round: Telephonic/Skype interview

 4 th round: In person interview

Can I be interviewed virtually?

For the final selection round, the applicant has to be present physically before the interview panel.

Can I reapply if I was not selected last year?

Yes, candidates who applied last year, and were not selected, are free to apply again.

Field Placements/Engagament

What are SPARC's priorities in terms of placing associates?

There are multiple factors that we look at when matching associates to a given constituency,including language ability, professional skills, sector expertise etc.

Where will the SPARC be based?

SPARCs will be expected to travel, with majority of the time being spent in the constituency with their respective Parliamentarian.

May I choose the constituency I will be attached to?

The constituency for the Associates would be chosen after mapping their skill sets to the requirements of the constituency and the MP.

Is there a review component built into the program?

Yes, the SPARC associates will be reviewed on a quarterly basis, and appropriate hand holding will be provided to the associates at every stage of the program.

Do SPARCs get any leave time?

Yes. SPARCs get one leave day per month.
